The Planning Process

The Master Plan is being developed in 3 phases. In each phase, the planners will gather data to answer several questions that will guide the plan.

Phase I Existing Conditions and Projections

• Where are people living and working now and where will they be in 40 years?
• Where are water and wastewater services and where do they need to be in 40 years?
• What sources of water can be developed over the next 40 years?

Phase II Alternatives and Criteria

• What are the alternative ways to connect people with needed water and wastewater services?
• What criteria should be used to decide which alternative is best?
• Which is the best alternative for Valencia County?

Phase III Master Plan

• Detailed description of the recommended alternative.
• Phases and sequencing of the work.
• Implementation schedule and cost estimates.
